The list of individuals whose clearances have been revoked includes several key figures involved in the controversial 2017 Intelligence Community Assessment, which examined Russian influence in the 2016 presidential election. This report, ordered during the Obama administration, is now under intense scrutiny for alleged political motivations. Among those affected is former Principal Deputy DNI Stephanie O’Sullivan, as well as Vinh Nguyen, the NSA's first chief artificial intelligence officer during the Trump administration.
According to the ODNI memo, these 37 officials are accused of multiple violations, including the politicization of intelligence, failing to safeguard classified information, and not adhering to the established standards of intelligence tradecraft. Some of the officials also publicly supported the House Democrats' first impeachment inquiry into President Trump by signing a statement in September 2019, raising further questions about their objectivity in intelligence work.
In her official announcement, Gabbard emphasized that holding a security clearance is a privilege that comes with a sacred trust to uphold the Constitution and the interests of the American people. She stated, "Those in the Intelligence Community who betray their oath to the Constitution and put their own interests ahead of the interests of the American people have broken the sacred trust they promised to uphold."
Since taking office, Gabbard has been systematically declassifying records related to the 2017 Intelligence Community Assessment. These documents allegedly expose a "treasonous conspiracy" by senior officials from the Obama administration, including then-CIA Director John Brennan, FBI Director James Comey, and DNI James Clapper, to undermine Trump’s 2016 victory. The declassified information suggests an emphasis on Moscow's electoral involvement and an alleged preference for candidate Trump over Hillary Clinton.
Samantha Vinograd, who served under President Biden as assistant secretary for counterterrorism, threat prevention, and law enforcement policy at the Department of Homeland Security, is among the notable figures losing clearance. Vinograd also had a history of political opposition to Trump, having signed an open letter during the 2016 campaign urging Trump to disclose his business interests.
